Q. What checks are to be applied at Treasury before the payment of PENSION ?

Ans:-  The general checks that are to be applied at Treasury before payment of pension is discussed below -

i ) The Treasury Officer (T.O.) shall authorise for payment of pension only on the basis of Pension Payment Order (P.P.O.) issued by the Accountant General (Audit & Entitlement), West Bengal, in respect of retired government employees and retired teaching and non-teaching employees of non-government colleges and freedom fighters and by the Director of Pension, Provident Fund and Group Indurance, West Bengal for retired teaching and non-teaching staff of non-government educational institution (other than colleges) and local library authorities. [ Rule no. TR 4.161 ]

ii ) The T.O. shall examine very carefully the identification marks and signatures of the pensioner taken on the disbursers portion of P.P.O.

iii ) A pensioner drawing pension for the first time shall be asked to produce the copy of the Order, by which the sanction was communicated to him / her.

iv) When a pensioner draws his pension through another person, T.O. shall take special precaution against the fraudulent presentation of claim and satisfy himself about the existance of the pensioner and the identity of the payee before any payment is ordered. [ Rule no. TR 4.183 ]

v) In case of payment of pension of women who do not appear in public ( বোরখা পরিধান করা মহিলা ), T.O. shall take special care for the identification of the pensioner. Local identification of pensioner should be insisted upon. Periodical certificates of the pensioner's continued existance, attested by two or more responsible persons in a town or village, sub-division is to be collected. [ Rule no. TR 4.184 ]

vi) In case of female pensioner whose pension is terminable on marriage or re-marriage, a declaration in the form mentioned in Annexture VI of Part - B of Appendix 15 is to be collected in November each year by the T.O. before making further payment. [ Rule no. TR 4.180 ]

vii) A pensioner of any kind is required to furnish a declaration in November each year in the form mentioned in Annexture VI of Part - B of Appendix 15 about acceptance or non-acceptance of Re-employments, Commercial employment to the T.O. The pension shall be withheld as per rule from the subsequent month, in case of non-receipt of the declaration from the pensioner.  [ Rule no. TR 4.181 ]

viii) T.O. shall insist upon the production of a Life Certificate signed by any Group-A officer of the State Government or a Gezzetted Officer of Central Government to these pensioners, who on account of illness or physical infirmity receives pension through their representatives.  [ Rule no. TR 4.171 ]

ix) Where pension is remitted through money order to minimise the risk of fraud, the T.O. shall compare the signature on the money order receipt every month with the pensioner's signature on the disburser's portion of P.P.O.  [ Rule no. TR 4.186 ]

x) When the pensioner is physically incapable of signing the declaration, the T.O. may authorise payment on production of a certificate from CMOH of the District or a reputed medical practitioner known to him to the effect that the pensioner is alive but is unable to sign the required declaration.  [ Rule no. TR 4.187 ]

xi) In case a pension remains undrawn for more than three (3) years in the case of Service or Education pension or six (6) years in case of Political Pensions, T.O. can't order payment unless authorised by AG(A&E) W.B. or D.P.P.G as the case may be.  [ Rule no. TR 4.191 ]
