Q. What types of valuables are deposited in the Treasury and how it is dealt with ?

Ans.

T.R. 2.39 & T.R. 2.40 deals with the valuables, which may be deposited at the Treasury for the safe custody.

According to T.R. 2.39(1), cash chest belonging to other departments may be kept at the Treasury for the safe custody.

Sub rule (2) of T.R. 2.39 states that, the following articles may be kept at the Treasury for the safe custody :-

a) Sealed packets containing duplicate keys of currency chest or Strong Room of S.B.I., C.B.I. or other public sector banks acting as an agent of R.B.I.;

b) Sealed packets containing Post Office Savings Bank Pass Book, Security Bonds, agreements etc;

c) Sealed packets containing non-Treasury padlocks and keys & duplicate keys of such padlocks;

d) Sealed packets containing Government Promissory Notes and other valuables belonging to the Cantonment Board Authorities;

e) Sealed packets containing undisbursed advances for a period, not exceeding two (2) weeks;

f) Sealed packets containing question papers of Calcutta University or any other University of the State, West Bengal Board of Secondary Education, West Bengal Council of Higher Secondary Education as may be permitted by the Finance Department; and

g) Sealed packets containing Loan Collections to be deposited by the Collector for a maximum period of seven (7) days.

According to T.R. 2.40, the bullion, jewellery and other valuables coming into the hands of a Government Officer in his official capacity, may be deposited into the Treasury for safe custody.

The rules for dealing with the cash, bullion, jewellery or other valuables so diposited under T.R. 2.39 and T.R. 2.40 is depicted in sub rule (2) to sub rule (5) of T.R. 2.41

According to sub rule (2) of T.R. 2.41, when it is directed by an appropriate authority that, cash, chest, valuables, bullion, jewellery received by a government official in his official capacity, be deposited in the Treasury for safe custody, such property shall be presented at the Treasury in a sealed packet with a memorandum from the concerned government official indicating a list of property contained in the packet and statement of it's actual estimated value.

The T.O. shall after being satisfied that the seal is intact, record receipt of the packet in the Register of Valuables, to be maintained in T.R. Form no. 3, which may be kept in the manuscript, according to sub rule (3) of T.R. 2.41

The T.O. shall, after noting in the packet, the number assigned to it according to the entry in the Register of Valuables, issue a receipt in the following form in the back of the memorandum of contents, mentioning the number assigned to the packet and shall return the memorandum to the Government Official presenting it.

- " Received a sealed packet said to be containing cash / bullions / gems / jewellery / other valuables / properly detailed in reverse. "

It is given in Sub Rule (4) of T.R. 2.41

According to sub rule (5) of T.R. 2.41, the packet shall then be kept in the same manner as cash and shall not be returned back without a written order from the Government Official, from whom it has been received and such Government Officer shall return the original memorandum of content to the T.O.

After returning the sealed packet, T.O. shall make proper entry in the Register of Valuables and then destroy the original memorandum.
