Q. What are the checks to be applied at Treasury on claims presented ?
Ans.
T.R. 4.059 to T.R. 4.064 deals with the checks to be applied at Treasury on claims presented, which are depicted below :-
According to T.R. 4.059, -
a) The bill or any other documents presented as claim shall be received and examined by the Accountant and then put up to the T.O.
b) The T.O. shall verify that the claim is admissible and is preferred on a valid authority. The signature & the counter-signature where necessary in the bill is genuine and there is a receipt of legal quittance.
c) The T.O. shall then sign the order of payment at the foot of the bill taking care of the instructions mentioned in
T.R. 4.025
d) At the time of receipt of bills, the entries in the Bill Transit Register (B.T.R.) shall be compared with the bills and token number shall be entered in each of such bill as well as in Column 5 of B.T.R.
e) The T.O. shall make payments only after pre-checking of all bills in respect to State Government payments. Pre-checking of bills shall mean - checking the admissibility of the claims with reference to rules, statutes or executive orders issued there under. It includes checking of Head of Accounts, recovery schedules, verification of signature of D.D.O., availability of fund with reference to D.D.O. wise Allotment Register maintained at the Treasury, sanction order and the competence of the officer issuing sanction order with reference to the delegation of financial power.
f) The T.O. may, for the purpose of pre-checking, call for such information or certificates for passing bill through return memo.
According to T.R. 4.060, - all corrections and alterations in the order of payment including checks shall be attested by the T.O. with dated initials.
According to T.R. 4.061, - T.O. shall take special precaution as regard to bill & documents showing over writing & altertions.
According to T.R. 4.062, - It shall be the duty of T.O. to verify the signature of D.D.O. in the bill or cheque with the specimen signature of the D.D.O. received under T.R. 4.056.
According to T.R. 4.063, - i) The T.O. shall check the arithmatical calculation of the bill.
ii) Where the bill contains doubtful items, the T.O. shall disallow those items and pay the residual amount of the bill.
According to T.R. 4.064, - A T.O. shall not entertain correspondence from a Government employee or private individual, making a claim to any special allowance, but, request him to address the concerned department to direct so.
