Q. Discuss the roles and responsibilities of a Treasury Officer (T.O.)

Ans:

The Treasury Officer (T.O.) is responsible to the Collector primarily for the proper discharge of his duties, for thorough observance of all rules prescribed for his guidance and for the strict attention to the daily routine of the Treasury work. According to T.R. 2.28(1), he is responsible to the Collector for the working of the Treasury, for the conduct of the Additional Treasury Officers and for the custody of Stamps and other valuables. He shall prefer instructions for the guidance of every section of the Treasury.

According to the sub-rule 2 of T.R. 2.28, ie, T.R. 2.28(2), the T.O. is also responible to the Collector for keeping the Accounts of the Treasury strictly in accordance with the directions contained in Accounting Rules for Treasuries, 1992, for the accuracy of the initial records and vouchers and for regularity of all transactions taking place at the Treasury.

Normal communication to the (Accountant General) AG (A&E), West Bengal, or the Director of Treasuries & Accounts, West Bengal, from the Treasury shall be issued by the T.O., but all important communications from the Treasury must be issued over the signature of the Collector following the T.R. 2.29.

According to T.R. 2.31(2), it shall be the duty of a T.O. to satisfy himself that -

a) the direction contained in the Accounting Rules for Treasuries, 1992, are strictly observed;

b) the accounts are all correct in all respects and

c) the Record of Receipts & Payments are clear and satisfactory.

The daily accounts with the scroll of daily receipts & payments along with the supporting challan & vouchers, shall be secured properly, when sent by the bank to a T.O., so that, no further alteration or destruction of any such documents can be made.

In case of any undue delay, the T.O. shall bring the facts immediately to the notice of the Director of Treasuries & Accounts, W.B.

According to T.R. 2.39, it i the responsibility of the T.O. to receive sealed packets, containing duplicate keys of the Strong Room or Currency Chest of any Public Sector Banks, sealed packets of Bonds and agreements and any other time deposits from the Post Office, valuables of Cantonment authorities and question papers of Boards & Universities as permitted by the Finance Department, for safe custody.

It shall be the duty of the T.O. to disburse the pension, on the basis of Pension Payment Order (PPO) issued by the AG (A&E), W.B. in respect of the retirement of government employees and retired teaching & non-teaching staff of non-government colleges and freedom fighters and by the Director of Pension, Providend Fund (PF) & Group Insurance (GI), W.B. in respect of retired teaching and non-teaching staffs of non-government educational institution and local library authorities following T.R. 4.161

It shall be the duty of the T.O. to varify a claim presented at the Treasury for payment and decline for such payment, if it is not covered by the sanction of the Government, under T.R. 4.007
